Brief Professional Background

STARTED AS ASSISTANT INSPECTOR OF WORKS IN EASTERN RAILWAY IN 1955 IN HOWRAH DIVISION, BECAME JUNIOR LECTURER WORKS IN EASTERN RAILWAY ZONAL TRAINING SCHOOL AT MADHUPUR (24 PARGANAS) NOW IN JHARKHAND AND DHANBAD, PROMOTED AS ASSISTANT ENGINEER IN 1970 AND WORKED AS ASSTT. BRIDGE ENGINEER, DESIGNS (HQ) /EASTERN RLY, ASSISTANT ENGINEER GENERAL (HQ), AEN/BUXAR, PATNA AND KANCHRAPARA ON DANAPUR AND SEALDAH DIVISIONS OF EASTERN RLY, PROMOTED AS DIVISIONAL ENGINEER IN 1979, WORKED AS DEN SURVEY AND AS DEN/CONSTRUCTION/ MUGHAL SARAI ON EASTERN RLY, TILL 1980 AND AS DEPUTY DIRECTOR/STEEL/GENERAL, RLY BOARD AT KOLKATA UPTO 1984, PROMOTED AS JOINT DIREECTOR/RESEARCH/BRIDGES & FLOODS IN 1984 AUGUST AND WORKED AS SUCH TILL AUGUST 1988, JOINED AS COMMISSIONER FOR DEPARTMENTAL INQUIRY IN CENTRAL VIGILANCE COMMISSION, DELHI IN AUGUST 1988 AND RETIRED IN JUNE 1991. BETWEEN JUNE 1991 AND FEBRUARY 1994, WORKED AS SR. MANAGER (EAST) IN CORPORATE OFFICE OF IRCON (INTL) IN DELHI. SINCE FEBRUARY 1994, WORKING WITH VOGUE CONSTRUCTION AND CONSULTANCY SERVICES (P) LTD. A PREDOMINANTLY, RAILWAY CONSULTANCY FIRM, IN THE CAPACITIES, AS CHIEF EINGINEER AND GENERAL MANAGER AS ALSO SENIOR CONSULTANT TILL DATE.

Achievements

BRIEFLY I CONSIDER THE FOLLOWING FOUR ITEMS AS THE CREME OF MY ACHIEVEMENTS:

1.  DURING MY SERVICE CAREER, MECHAINZATION OF DOWN YARD WITH RETARDERS AT MUGHALSARAI IN RECORD TIME. THE DOWN MARASHALL -ING YARD WITH 32 LINES IS THE BIGGEST YARD IN ASIA.  MICRO PLANNING AND DUE DILIGENCE ENABLED ME TO COMMISSION THE YARD IN RECORD TIME. THE WORK WAS LANGUISHING FOR NEARLY A DECADE WITH LABOUR PROBLEM  AND ALL THAT WITH A DEDICATED TEAM AND A PROACTIVE STAND STARTED, TAKEN BY MUGHALSARAI DIVISIONAL RAILWAY MANAGER, IT WAS POSSIBLE TO ACHIEVE THIS. THE COMMISSIONING OF THE YARD WAS DONE IN 1982.

2.  THE SECOND PROJECT INVOLVED IN FINDING OUT THE CAUSES OF EROSION OF SIMEN BRIDGE ON THE NORTH BANK OF BRAHMAPUTRA(NORTH LAKHIMPUR). SIMEN BRIDGE IS ACROSS THE RIVER OF THE SAME NAME WITH 10x 30.5 M STEEL GIRDER BRIDGE. PIERS 2 AND 3 WERE GETTING CONTINUOUSLY ERODED DURING FLOODS AND THE WELLS WERE EXPOSED FOR TWO THIRDS OF THEIR GRIP LENGTH. NORTH EAST FRONTEIR RAILWAY WAS DUMPING BOULDERS AROUND THE PIERS DURING FLOODS EVERY YEAR FOR ALMOST A DECADE BUT WITH NO AVAIL. AND ANXIETY ABOUT THE SAFETY OF THE BRIDGE WAS MOUNTING EVERYDAY. AS JOINT DIRECTOR FROM RDSO I WAS REQUESTED BY NORTH FRONTEIR RAILWAY TO FIND OUT THE CAUSES FOR THE EROSION AND SUGGEST REMEDIAL MEASURES TO BE ADOPTED. DURING EXTENSIVE EXAMINATION OF THE RIVER MORPHOLOGY BOTH UP AND DOWN STREAM FOR 5 KMS, THE CAUSE COULD BE FOUND OUT. EDUCATION DEARTMENT OF ASSAM HAD CONSTRUCTED SOME SPURS ON THE SOUTH BANK 4 KM DOWN BELOW TO DEFLECT THE RIVER FOR PROTECTING SOME OF THEIR FACILITIES WHICH CAUSED CHANGES IN THE FLOW PATTERN OF THE RIVER RESULTING IN EXTENSIVE SCOURING AROUND THE PIERS. AFTER EXTENSIVE STUDY OF LITERATURE AVAILABLE ON THE SUBJECT, PARTICULARLY AMERICAN ROAD RESEARCH PUBLICATIONS, IT WAS POSSIBLE TO PREDICT THAT THERE WILL BE NO FURTHER EROSION AND LO AND BEHOLD! THERE WAS NO FURTHER EROSION. THIS RESEARCH PROGRAM GAVE ME IMMENSE PERSONAL SATISFACTION BUT THE DRAFT OF THE TECHNICAL PAPER WHICH I WANTED TO PUBLISH IN THE JOURNAL OF ICE LONDON, WAS MISPLACED BY MY STENOGRAPHER IN CVC WHEN I JOINED THE ORGANISATION. THIS SEMI RESEARCH PROJECT WAS CARRIED OUT IN 1986.

3.  THE PUBLICATION OF MY PAPER  IN CIB SEMINAR ON MORPHOLOGY OF GANGA RIVER IN NOVEMBER 1986 TITLED ‘IMPACT OF DEVELOPMENT WORKS IN THE GANGA BASIS ON RAILWAY BRIDGES’ ALMOST STRIRRED A HORNETS NEST AMONGST GFCC MEMBERS WHICH WAS SUCCESSFULLY COUNTERED WAS ANOTHER SATISFYING ACHIEVEMENT.

4.  COMMISSIONING OF 36 KM LONG MERRY-GO ROUND TRACK BETWEEN KAHALGAAON POWER PLANT AND LALMATIA COAL LOADING POINT ONE YEAR BEFORE COMMISSIONING THE POWER PLANT WAS ANOTHER PERSONALLY SATISFYING JOB. THE COMMISSIONING WAS DONE IN 1993.
